GTA 6 NPCs: 600,000 Animations and an Office That Does Nothing Else

Rockstar put an entire Los Angeles branch on GTA 6's pedestrians and claims more than 600,000 animations, against 55,000 in GTA 5. What the NPCs do, who said what, and what is still unconfirmed.

Rockstar has put more work into the people standing on the pavement in Grand Theft Auto VI than into most of the things it usually advertises. The studio claims more than 600,000 animations, against roughly 55,000 in GTA 5 and 300,000 in Red Dead Redemption 2, and one of its offices does close to nothing except pedestrians. Both facts came out of the press run around the Extended Look in August 2026, not from a Rockstar publication.

The numbers, and who gave them

The source is Aaron Garbut, co-head of Rockstar North, in the New York Times feature published August 27, 2026. He put the scale in production terms rather than technical ones:

Every room in the game, somebody thought about this. Who’s sitting where, what they’re drinking, the marks that are left on the table.

Reporting on the same feature quotes him on the characters themselves, that the team art-directed each individual one of them. Read the number that way and it stops being a marketing figure: it is the size of a hand-authored job, and it is the reason the next section exists.

A caution that most coverage skips. Nobody outside Rockstar has verified any of this. The previews were hands-off, animation counts are not an audited metric, and there is no agreed definition of what counts as one animation. It is a studio claim, repeated accurately.

An office that does nothing else

The Dazed cover story of August 26, 2026 puts it plainly: Rockstar has offices around the world, “with one branch in LA dedicated almost solely to the world of in-game pedestrians (NPCs).” Other write-ups of the same press run describe it as a team of writers, directors and producers assembled around non-player characters. GamesRadar, reading the New York Times feature, adds that Rockstar has more than doubled in size since Red Dead Redemption 2. That headcount figure is the outlet’s framing rather than a number Rockstar published.

Whichever way it is phrased, the structural fact is the interesting one. A studio does not build a branch office around background characters unless the background is the product.

What the NPCs do

From the hands-off sessions at Rockstar North and the features around them, all of it described by Rockstar staff rather than shown to a player:

  • They are not uniformly afraid of you. Some are armed and dangerous on their own account.
  • They take offence. Taunts land, they notice you eavesdropping, and they confront you for following them.
  • Interaction runs through a held-trigger prompt in the Red Dead Redemption 2 pattern, with greet, taunt, defuse and provoke options. Rob Nelson, head of development at Rockstar North, has said the system is returning and evolved, and that GTA 6 takes it much further than Red Dead did.
  • Aiming a weapon without firing can end a confrontation, and because no violent crime happened, no police attention follows.
  • They are witnesses. The wanted system starts from what somebody saw or reported, which makes the crowd part of the police model rather than scenery next to it. The detail is in our Extended Look write-up.
  • Bodies and heights vary far more than before, with animations retargeted on the fly instead of every character sharing one skeleton’s movement.

No generative AI in any of it

Rockstar has stated that generative AI was not used to make GTA 6. That matters here more than anywhere else in the game, because a crowd is exactly where a studio under time pressure would reach for it. The 600,000 figure and the LA office are the alternative Rockstar chose instead, and the two claims support each other: hand-authored work at that volume needs people, and Rockstar hired them. What was said, and the limits of it, is on no microtransactions and no generative AI.

The crowd changes by neighbourhood

Rockstar describes populations designed per area rather than one pool of pedestrians reused across Leonida. Dazed lists the range: young and old, tall or short, tattooed, pierced or surgically modified, in throwback shirts, sharp suits, luxury fashion or muddy combat gear, with clothing tailored to where they live. Little Cuba and Mount Kalaga National Park were the two examples given.

To set the look, Rockstar brought in the Miami stylist Jillian Carr in 2023. Her reading of the setting is the clearest statement anyone at the project has made about what the crowd is for:

Vice City is built around vanity. Between social media, celebrity culture and a constant flow of tourists, appearances carry significant weight.

That is the same target the satire aims at, built into the people rather than into the jokes.

What an outside developer makes of it

Every claim above comes from Rockstar. One assessment does not, and it is worth the space because of who made it.

Berkay Dursun, an AI programmer at IO Interactive, spent three years building the crowd technology for 007: First Light. In posts on X in late August 2026, responding to a comparison between GTA 6 and Hitman crowds, he argued that the two things are not the same category of system:

In GTA, every character is simulated individually, and achieving simulations on this scale puts them at least 10 years ahead of the industry.

His distinction is the useful part. What most games call a crowd, he says, is not made of NPCs at all. There is no AI behind those figures and no schedule driving them, just canned animations looping in a pattern so a street reads as busy. He named Hitman and Assassin’s Creed as examples. A real NPC has something running it, reacts to you and lives its own day. The closest comparison he could name was Mount & Blade II: Bannerlord, and he still put it behind GTA 6.

Three reasons to take it seriously, and three to hold it loosely.

Take it seriously: he builds exactly this system for a living, he is describing his own studio’s approach as the faked one, which cuts against his own interest, and he is making a structural claim about architecture rather than praising graphics.

Hold it loosely: he does not work at Rockstar and said so. He has seen the same public material everybody else has, the Extended Look and the leaked footage, and not one line of Rockstar’s code. And “10 years ahead” is a figure of speech, not a measurement. Nobody can verify from outside whether every character really is individually simulated, or whether the simulation thins out past the few metres a camera is looking at, which is what every open world has always done.

So: the most qualified outside voice to comment so far thinks the crowd is the real thing. That is a data point, not a confirmation, and it does not move anything in the next section.

What is still unconfirmed

  • Crowd density. No figure for NPCs on screen, in any preview or statement.
  • Whether NPCs have daily routines of the Red Dead kind, on schedules that run with or without you nearby. Never addressed.
  • Whether any NPC remembers you beyond the active police response. Not claimed by Rockstar.
  • How many are unique versus assembled from parts. The 600,000 figure counts animations, not people.
  • How it holds up in play. Every line on this page comes from a demonstration somebody else watched. Nobody outside Rockstar has played the game.
