A relic of the Keys smuggling trade, Brian Heder still moves product through his boat yard, now with his third wife Lori at his side. Rockstar's bio frames him as a classic drug runner from the golden age of smuggling, and Jason Duval appears to work for him early on, which places the player in the Leonida Keys at the start of the story.
The Keys stand in for the real Florida Keys, the island chain that made South Florida a smuggling corridor in the 1970s and 80s, the era Brian is written to evoke. He was introduced in the May 2025 second trailer as part of the cast reveal, alongside his associate Cal Hampton. His tagline, "nothing better than a Mudslide at sunset," leans into the sun-worn, past-his-prime tone. Beyond that early connection to Jason, his place in the wider plot is not confirmed.
