Miami-Dade pitched Rockstar on turning its airport and port into Vice City, not the other way round

A 19-page proposal obtained through a public records request would wrap Miami International Airport, PortMiami, the Metrorail and two parks in Vice City branding for the November launch. The county sent it to Rockstar on June 29. Most coverage has the direction backwards, and nothing is approved.

Miami-Dade County’s administration sent Rockstar Games a proposal on June 29, 2026, to dress the county’s airport, seaport, rail system and parks as Vice City around the launch of GTA 6. The Miamian obtained the deck through a public records request and published it on August 27. On August 31 the mayor’s office described the idea as a potential revenue opportunity, and that is the day it went wide.

Almost every headline since says Rockstar pitched Miami. The document says the opposite. The county pitched Rockstar. Get that right, because it changes what the story is.

What the proposal contains

Six sites, all of them county-owned, each with a specific ask:

No budget figure appears in the reporting, and no dates beyond “around launch”.

The Port Gellhorn detail is worth a second look. Port Gellhorn is one of Rockstar’s own named Leonida locations, and a county deck referencing it correctly means somebody on the county side did their homework, or Rockstar’s people were in the room when the deck was drafted. The reporting says the mayor’s administration has held several meetings with Rockstar. Which of those two it is has not been said.

Who pitched whom, and why it matters

The Miamian is precise about this: the deck is one that county officials submitted to Rockstar. The iHeart wire copy that carried the story across Florida radio on August 31 got it right too. The gaming press headline “Rockstar pitched Miami-Dade on turning its airport into Vice City” is a reversal.

The difference is not pedantry. If Rockstar were asking a county for its airport, that is a marketing budget looking for a venue and a story about how big the campaign is. What the record shows is a local government asking a game publisher for a co-branding deal, with the county holding out its own infrastructure as the offer. That is a story about how much economic weight a city believes GTA 6 carries, and it is a more interesting one.

It also means the leverage sits with Rockstar. A county that has already drafted the deck is not the party that gets to say no.

What is actually agreed

Nothing. Carlos Suarez, spokesperson for Mayor Daniella Levine Cava, to The Miamian:

Nothing has been formally agreed to or approved, and any idea would have to go through the appropriate review and approval process.

The document itself says the proposals would need “further feasibility analysis”. Wrapping aircraft, altering airport signage and putting branded covers on public manholes each touch a different authority, and none of that has been through anything yet. Rockstar has said nothing publicly.

So the accurate sentence today is: Miami-Dade wants this, has put it in writing, and is talking to Rockstar about it. Not “Miami becomes Vice City”. If it is approved, we will say so here.

Update, September 11, 2026: it has not been approved, and it has moved backwards. On September 3, County Commissioner Juan Carlos Bermudez and Sheriff Rosie Cordero-Stutz called on Miami-Dade to reject the proposal outright. Separately, the City of Miami Beach voted 4-3 on September 10 to negotiate a far smaller deal of its own. Those are different governments and different proposals, and the coverage has merged them. The one fact the coverage did not carry

Rockstar has never publicly promoted a GTA game with the real city it is based on. Los Angeles got no Los Santos airport for GTA V, and Liberty City did not appear on the New York subway. Whether that is a policy or just circumstance, this would be new for the company, and the fact that the initiative comes from the city side rather than from Rockstar fits that history better than the reversed headline does.
