Rockstar published new mod guidelines ahead of GTA 6. They ban story expansions, crossover maps and unofficial ports

Rockstar's Mod Guidelines page, covered widely on September 21, sets four rules for fan work across its games, including GTA 6. Story expansions, mixing one Rockstar title into another, unofficial hardware ports, and paid mods outside the official Creator Platform are out. This is policy, not a PC announcement and not a promise of GTA 6 mod tools at launch.

Rockstar Games published a new set of Mod Guidelines, and coverage on September 21, 2026 treated them as a Grand Theft Auto VI story. The page lives at rockstargames.com/community-resources/mod-guidelines. The Verge, Gizmodo, GameRant, Insider Gaming and PC Guide all quote the same lines. The policy applies to Rockstar’s games as a group, including GTA 6. It is not a Newswire post about what the November 19 game will include.

Gizmodo and GameRant say the page went up earlier in September. The related Creator Platform License Agreement is dated September 10, 2026. The news cycle caught up today.

What a “mod” is, in Rockstar’s wording

GameRant, writing from the page, says Rockstar defines a mod as unofficial changes to scripts or code, and to maps, vehicles, weapons, apparel, NPCs and other in-game assets. The studio does not endorse third-party mods. It will tolerate some of them if they stay inside these rules.

The page is split into four headings. Insider Gaming and GameRant list the same four:

The lines that actually move

These four sentences are quoted, matching, across The Verge, Gizmodo, PC Guide and RockstarINTEL:

Do not expand or modify Rockstar Games’ official storylines, plots, missions, characters, or other elements of our established continuity.

Do not make mods that combine maps, locations, characters, storylines, in-game assets, or other IP from one Rockstar Games title into another title.

Multiplayer modding is limited to Rockstar Games’ official licensed Creator Platform or else as otherwise licensed directly by Rockstar Games.

Do not modify our games to operate on consoles, hardware devices, or other platforms where they have not been officially released by Rockstar Games.

RockstarINTEL adds a fifth, on money:

Unless permitted via Rockstar Games’ official Creator Platform, all modding must be strictly non-commercial.

That is the useful split. Single-player, unpaid, original work that leaves the official story alone is the remaining lane. New missions, Liberty City dropped into Los Santos, a GTA 6 map rebuilt inside GTA 5, a Switch or Android port of a Rockstar game Rockstar never shipped there, and a paid Nexus listing sit on the other side of the line.

Gizmodo and GameRant also quote a narrower RP rule: do not “engage in or promote conflict roleplay or military simulations depicting real-world armed organizations.” That is aimed at servers, not at GTA 6’s own police and gangs.

What this is not

  • Not a GTA 6 PC announcement. GTA 6 is still console-only at launch on PlayStation 5 and Xbox Series X and S. Unofficial mods of GTA 6 cannot exist until a PC version exists. A policy that mentions mods is not a store page.
  • Not official GTA 6 mod tools. Rockstar has not announced a GTA 6 editor, a Creator Platform listing for Leonida, or a launch-day workshop. The licensed path that exists today is the Creator Platform built around GTA 5, including nopixel V, which entered closed beta on September 8 through the Rockstar Games Launcher.
  • Not a takedown log. Gizmodo notes that plenty of existing GTA 5 story mods on Nexus would fail the continuity rule on a literal reading. Whether Rockstar enforces that against old GTA 5 work, or mainly against new GTA 6-era projects, is not on the page.
  • Not a change to November 19. The game is still a single-player experience on two consoles. These rules describe fan work around Rockstar’s catalogue. They do not add a feature to the disc-less launch build.

The crossover line is also why a GTA 6 map rebuilt inside GTA 5 is not a loophole. That kind of project is exactly “IP from one Rockstar Games title into another title.” We already cover the 192GB dump as leftover 2022 material, and we still do not host it.
