An eastern Leonida county reportedly signposted in the second trailer, Leonard County sits north of Vice City's metro area and reads as suburban-to-rural. The name comes from community reading of Trailer 2 road signs rather than official Rockstar naming, so it stays in the unconfirmed column.

Fans tie its real-world basis to Broward County, Florida, the built-up stretch north of Miami around Fort Lauderdale. Broward is the state's second most populous county, home to roughly two million people, and it is put together unusually. Instead of one dominant city it runs as a chain of about thirty municipalities, Hollywood, Pompano Beach, Coral Springs, Davie, packed into the strip between the Atlantic and the Everglades.

The western third of the county is not developed at all. It is conservation land and water management area, and the line where subdivisions stop and sawgrass starts is abrupt enough to see from the air. That boundary is not an accident of planning; it is a legal limit on how far west building is allowed to go.

The county is also cut through by an enormous amount of canal. Broward's own environmental publications count roughly 260 miles of primary waterway with more than 1,800 miles of secondary and tertiary channels behind it. They exist because the land was under water for part of every year until it was drained, and the drainage has to keep running or it goes back. Port Everglades, on the coast, handles both cargo and one of the heaviest cruise schedules in the country.

If the Broward reading is right, that is what a Leonida county north of Vice City would be assembled from: strip development thinning into ranch and wetland, canals standing in for rivers, and a hard edge where the map stops being suburban and starts being swamp. That is inference from the analogue rather than from anything Rockstar has said. The county name has not appeared in official marketing, and no official map has been published.
