No evidence for it. Every mainline GTA sparks a rumor that you will be able to travel to past cities. GTA 6 is no exception, with claims about Liberty City or Los Santos appearing in the map.
What Rockstar has shown
Rockstar has framed GTA 6 around one setting, the state of Leonida, centered on a modern Vice City. Nothing in the official trailers, screenshots, or newswire posts points to a second GTA city being present or reachable. Adding a full extra city is an enormous amount of work that studios do not do quietly.
Why it keeps circulating
The wish is understandable, and old GTA 5 mod projects that rebuilt other cities blur the line between fan work and official content. That mixing is where a lot of this rumor lives.
